(CBS) -- The Better Government Association is suing the Emanuel administration for blacking-out large chunks of emails about the troubled Chicago Animal Care and Control Commission.
As WBBM has reported, the city pound let hundreds of unanswered calls about possible inhumane treatment of animals stack up.
And then a dog was choked to death at Animal Care and Control - apparently accidentally. And another was accidentally euthanized.
The Better Government Association requested more information - but the city responded with heavily redacted copies of emails sent between Mayor Emanuel's aides.
"We basically have pages and pages of email headers with virtually all of the content blacked-out," said Matt Topic, the attorney representing the BGA in its suit against the city.
"We don't think they're allowed to withhold documents in which they are deciding how to spin a negative news story and we think, from what we've seen, that's what the city's trying to do."
WBBM has asked the Chicago law department for a response.
