Hallie Miller discusses BOPA emails that show they knew the MLK Day Parade would be canceled months

According to emails obtained by The Baltimore Banner, BOPA, the city's arts council, had knowledge as early as November that the Martin Luther King Jr. Day Parade was going to be canceled.
