Former CEO of Strong City Baltimore allegedly submitted fraudulent COVID-19 loan applications
Reginald Davis made an initial appearance in U.S. District Court on Wednesday, pleading not guilty to the charges, according to WJZ's media partner the Baltimore Banner.
