Driver In Crash That Killed Columbia Man Suspected Of DUI On I-95, Charges Pending

ARBUTUS, Md. (WJZ) -- A fatal crash shut down parts of Interstate 95 in Arbutus Thursday morning.

The crash happened around 7:20 a.m. in the area of I-95 and I-695 in Baltimore County.

The victim is 29-year-old James Nicholas Khoury, of Columbia.

A preliminary investigation showed a pedestrian was on the shoulder of the road near a disabled vehicle when he was struck by a white Ford. Police say the Ford's driver drifted into the shouler lane sideswiping the man's vehicle and then fatally stricking him. The driver remained on site after the crash.

The driver of the van was arrested for suspected DUI and taken to Maryland State Police barracks to be processed. He's been identified as Cesar Jariel Morel Cruz, 26, of Baltimore.

Two southbound lanes of I-95 remain closed while police investigated. They reopened late morning.
