Obama: Goal of Russia sanctions isn’t to target Vladimir Putin
President Obama said during a press conference in Manila that his administration’s move to expand sanctions on top Russian officials was made to encourage President Vladimir Putin "to actually walk the walk and not just talk the talk when it comes to diplomatically resolving the crisis in Ukraine."
