Kerry: "Should the regime fail to act, there will be consequences"

U.S. Secretary of State John Kerry spoke after the U.N. Security Council adopted a resolution on Syria's chemical weapons, saying that this is a welcome development and that there will be consequences if the regime resists or fails to act. The resolution passed by the Security Council requires that the Syrian government allow U.N. inspectors to secure and destroy its chemical weapons arsenal by mid-2014.
