Gov. Abbott: Scope of demand for shelter in Houston was "unanticipated"

In an interview with Elaine Quijano for CBSN, Texas Gov. Greg Abbott said emergency officials did not expect so many evacuees to need shelter in Houston. The George R. Brown Convention Center, which served as a key shelter in the city, was at more than double its capacity by Wednesday.
