Carolinas brace for impact from Hurricane Arthur

Residents and vacationers on the outer banks are preparing for a Fourth of July filled with gusty winds, drenching rain and rough surf. The National Weather Service reports a storm surge of three to five feet of water at high tide could cause flooding in areas from Surf City, N.C., all the way to the Virginia border.
