With new law, California gas prices go up

Gas prices continue to fall as AAA says a gallon of unleaded regular is averaging a little more than $2 nationwide. But in California, as Carter Evans explains, prices are starting to go up because of a new requirement that oil companies buy credits to offset carbon emissions.
