Will removing Baltimore's abandoned buildings solve anything?
Baltimore has more than 16,000 abandoned buildings, many concentrated in poor neighborhoods. A new $94 million effort to remove 4,000 of them is underway – starting in Freddie Gray’s neighborhood. Jeff Pegues talked to life-long resident Ray Kelly about the plan.
