Volker says there was nothing unusual about hold on aid
Kurt Volker, the former special envoy to Ukraine, testified that there was nothing unusual about the administration placing a hold on providing assistance to Ukraine. He said he'd seen holds during previous administrations, and that he thought it might be related to fears that President Zelensky wouldn't be a reformer.
