Trump eyes building border wall without Congress' approval
President Trump addressed reporters after meeting with congressional leaders on the partial government shutdown. While answering questions, Mr. Trump said he was considering declaring a national emergency to redirect funds in order to build a wall on the U.S.-Mexico border.
