Trump adminstration shifting Minnesota focus

So you pressed Noem over the weekend about the shooting. The characterization that she and others, including Stephen Miller, the President's advisor, have used in characterizing Alex Pretti and his actions leading up to that, including the use of the word terrorist, is perhaps why she's moving out of the region, and so is Bovino. Why do you think she dug in so much? Yeah, I mean, it's sort of a puzzling question here, Vlad. I think there are also questions about why the Department of Homeland Security, in their official statement regarding the fatal shooting of Alex Pretti, referred to him as an individual who was a would be assassin planning a massacre on agents. Clearly the video shows that that is not the case. In addition to that, speaking with a lot of current and former law enforcement officials, they say that would never be the language used in an official statement. It has certainly done a number to undermine the trust between the American public and the Department of Homeland Security. But frankly, also, undermine some of the trust within the rank and file who are upset by the handling of this situation. And I think that did play a role in this sort of reassignment. Now, Secretary Noem is not going anywhere, at least for the near term. She, as Department of Homeland Security head, has other responsibilities. We're told she might shift her focus to the southern border, FEMA, other areas within DHS's control. But again, a notable pivot by the President himself.

Let's talk about Gregory Bovino. First of all, I think a of Americans would wonder where he sort of came from. Even his title was sort of nebulous. Commander at Large, which sort of means that I guess he could be deployed anywhere to command Border Patrol agents. But explain how his departure could change the way that federal agents operate in Minneapolis. Tom Homan, if you recall, Nicole, in his interview with CBS Evening News Anchor Tony Dokoupil, was very measured in how he talked about the killing of Renee Good. And while he's no shrinking violet, perhaps that's one of the reasons why the President is sending Homan into Minnesota versus people like Gregory Bovino and others, who seemed just antagonistic for the sake of being antagonistic. Yeah, and look, Homan was very specific in his conversation with Tony Dokoupil, saying that we have to see how the investigation plays out. I think a lot of law enforcement officials, and Tom Homan certainly has served decades within ICE, would have responded in the same way. That is usually modus operandi. You wait until the investigation plays out. If you go ahead and say what happened, or make references or assumptions about an individual's motivations before that investigation plays out, it does undermine trust in that investigation. I think as for how the President perceives Tom Homan, Tom Homan is someone who worked under the Obama administration, who received awards from President Obama. I think while, to your point, he's no shrinking violet, President Trump perceives him as someone who can work well with both Republicans and Democrats. Of course, President Trump having conversations with Governor Walz and Minneapolis Mayor Frey, trying to make peace, so to speak. And President Trump cares deeply about his own perceived role as peacemaker in chief. He thinks that Tom Homan is someone who can execute on that strategy, according to US officials we've been talking to. As for what will happen on the ground, this is incredibly important, Vlad, because Gregory Bovino, US Border Patrol Commander at Large, which, yes, is a new position, has a CBP background, and he has been pouring US Customs and Border Protection officials into some of these cities, not just Minneapolis, but also Chicago, also Los Angeles. And they have a very specific way of operating. They tend to do wider sweeps. ICE more focused on targeted operations. We could see less of these sort of operations en mass that tend to pick up collaterals. We could see more targeted operations by ICE officials who have a list of targets, who are going after specific individuals who are here illegally with criminal backgrounds. That is what the President wants to see and certainly what Homan is planning to execute here.

So Ian, the US District Court is now demanding acting ICE Director Todd Lyons appear before them. What's happening there? Yeah, appear Friday, Vlad. And this is to explain why he should not be held in contempt of court for his agency's failing to, quote, "provide an immigration detainee with a bond hearing in the court ordered time frame." And so this is a federal judge who's very frustrated with ICE, wanting them to come in to explain that. That is happening Friday. But this shows just how many court proceedings are taking place right now. You have a court proceeding seeing if the ICE operation in Minneapolis is constitutional. You also have one where the government is looking into getting certain data from local officials, from government officials. And then also you have one where they're also looking at different aspects of these investigations that are going following these killings of these two protesters, Vlad.

And so what has been the reaction in Minneapolis so far into what is potentially a scaling back? Cautious optimism, I think, is the way to put it. I was talking to someone yesterday who's very active in their community since ICE began their operations. They have been helping folks who are in hiding. They want to see ICE go. A lot of people here in Minneapolis and St. Paul and the Twin Cities want to see ICE go. Now, there are some indications that that could be happening. Two DHS officials told CBS News that the Border Patrol is going to start withdrawing some of their troops. We know Gregory Bovino is going to be leaving with some of his men. And also we heard just a conversation between the President and the mayor here in Minneapolis that the situation needs to calm down a bit. And so these are all indicators that Operation Metro Surge could be wrapping up potentially, Vlad.
