Russian strikes across Ukraine killed at least 16 people, including three children. Ukrainian Defense Minister Oleksiy Reznikov said Ukraine is wrapping up preparations for a counteroffensive, and "as soon as there is God's will, the weather and a decision by commanders, we will do it."
