Police use pepper spray on handcuffed 9-year-old girl
Warning: Some viewers may find the footage in this video disturbing. Police in Rochester, New York, used pepper spray on a 9-year-old girl while she was handcuffed in the back of a patrol car. The police said the girl refused to follow commands. CBS New York's Chris Wragge has more.
