DHS confirms officer fatally shots person

Calm down. Let's use our voices in trying to-- they're trying to get ICE out of the scene, as you mentioned before. So they were trying to get ice out of the scene, and we saw that law enforcement presence of more Minneapolis police officers responding, trying to essentially hold the line and essentially making sure that people on both sides do, in fact, stay safe here. You see this officer right here, it looks like pushing this protester out of the way so those vehicles can, in fact, get by. One of the things we saw, too, some of these protesters, we did see one of the back windshields that were shattered.

--one of the protesters, correct. And that was before-- or that was after chemical irritants were deployed. However, after the window smashing, even more chemical irritants were deployed by ICE officers. And that's when we saw lots of protesters with tears running down their face, coughing and spitting to get that out of their mouth. We're continuing to follow this. We've been on the scene since about 10:00 AM, and protesters on the ground say this started around 9:30 this morning.

Yes, so it started around 9:30 this morning. And that's when we understand they were continuing to target these operations. And that's when ICE says, according to their statement, rioters started blocking ICE officers. And they say one of those violent rioters weaponized their vehicle, trying to run over their law enforcement officers in an attempt to kill them, and they call that an act of domestic terrorism. And that's when those, what they call those defensive shots, were, in fact fired, which led to this large law enforcement scene. Our Adam Duxter-- because we do have team coverage on this. Adam Duxter is on the ground. Reg is on the ground. Conor Wight is on the ground as well.

Let's go live now to Conor Wight with what more you are seeing, Conor. Well, Maria, in the last few minutes, we've seen some people, some community organizers, say that efforts shouldn't be spent with this entire crowd here. They're saying that they actually need people over towards Nicolet and Lake because the claim from a few organizations that we're hearing that are here are saying that they're hearing that ICE is staging another operation in that part of the city. Of course, we know that there are around 2,000 ICE agents. That is many, many times the number of agents that are normally here, according to Secretary Kristi Noem herself, all of that starting just this week, that massive surge with President Trump's eyes on Minnesota. In terms of what's going on behind me. Again, almost all of the law enforcement that you're seeing, at least in the foreground, doing crowd control, that's Minneapolis Police. In terms of federal presence, we're still seeing some FBI agents taking a look at that vehicle that I believe we've shown you a few times now. It is a Honda SUV that appears to have a bullet hole through the window. And just in the past few minutes-- I know that you've been talking about it-- but we finally have official word from ICE because people have been asking questions. According to ICE, this was an incident where a woman was trying to run over an agent, and one of them fired their service weapon. We will be looking into the validity surrounding all of those claims. And we also know that officials with City Hall are going to be speaking with people here, very upset. I can hear some noise behind me now. There is a lot of discussion. That looks like they are crowding around someone, giving a little bit of information, possibly another news reporter. So tensions are high here at the moment. We also know that a few organizations, including Care Minnesota-- they represent primarily, at least in recent weeks, the Somali community here. They're going to be giving a statement somewhere around this scene, one that is still very active at the moment, as they try to bring the perimeter in and really focus on where that shooting happened just north of the intersection of 34th and Portland.

As we have now learned that the shooting was done by a federal agent to a demonstrator and that demonstrator has died from the shooting, what is the situation like on the scene? Do protesters know that information has been confirmed?

At the moment, it doesn't seem that anyone has reacted specifically to those exact circumstances being confirmed from the mouths of DHS or their spokespeople specifically. But of course, I think you'd be hard-pressed to find anyone in the crowd here over the past hour or so that hasn't been convinced that ICE shot and killed someone. So that information is surely to make the rounds here. And I'm sure people will respond and will likely react with criticism and ask questions, because of course, no one needs to explain to people in Minneapolis that this is the city where George Floyd was killed by a Minneapolis police officer-- Right around the corner. Right around the corner, not too far from where we're standing. And on that day, most people will know the history of that, that the press release that came out from Minneapolis Police was quite different from the way that that situation unfolded and was shown on video. So there will be questions. There will be demands to learn more. We don't know at the moment if that agent or anyone else involved would have been wearing a body camera. We're trying to go up and down the street to get security footage, Ring cameras from people here. So, Maria, I'm sure people will react in a fairly passionate way because that's what we've been seeing over the past hour.

You know, Conor, here's the other part of that, too. We know that video helps to tell the story. This is AJ Hilton jumping in here. But we know that you've been on the scene. Everyone's had their cameras out. That video is going to help tell the story too because everyone has a different angle. And when you piece that all together, that's going to tell a complete story. Absolutely, it will. Much of the video, at least from what we've seen for the majority of the crowd around here, however, is going to be video documenting the response. It's going to be different agencies coming in, local and federal, to investigate and look into what happened in the aftermath, the tear gas and other chemical agents being used on people as they began to clash with both federal and local law enforcement. We're still trying to track down and make sure that we have more information about the incident itself because we've heard from a lot of people that live in the neighborhood that what they heard was what sounded like a car crash. They come outside their doors. There's blood on the street. And the place is swarmed with federal agents. What you might be able to hear on the megaphone-- we're going to turn the camera over to her. This is one of those community activists I was talking about, who is actually trying to direct attention away from this, but not in the sense of everybody go home. They're looking for people to go patrol because they are convinced there is other ICE activity. And they're saying that ICE agents have cleared this scene. And as you might be able to hear, not everyone agrees with that assessment. They feel that it's important to stay and keep eyes on the scene that's behind us.

So a lot of different scenes that are continuing to unfold here. Residents are, of course, concerned that ICE could be in their neighborhood next, so trying to warn other people, but also at the same time trying to make sure that everyone stays safe in this current situation right now, as again, more pieces continuing to unfold, and we try to put it all together right now. We did just get a statement from Hennepin County Attorney Mary Moriarty calling for a transparent investigation. Let me read you. Mary Moriarty said in a statement this morning that her office is, quote, "pushing hard for a local investigation, which is the only way to ensure full transparency and review. We will use every available lever to ensure a local, transparent investigation takes place." Again, that's Hennepin County Attorney Mary Moriarty, pushing for a local, transparent investigation.

So we've heard from the Hennepin County attorney. We've heard from Brian O'Hara. We've heard from Minneapolis Police, Minneapolis Mayor Jacob Frey, so all these leaders all coming together. We've also heard from city council members on scene, trying to calm and quell things right now, making sure that everyone has a comfortable temperature, everyone is OK moving forward. But that's going to take some time too.

It is going to take time. And we know that the federal agents, according to Adam Duxter, as well as Conor Wight on scene, have all but basically left the area. They say that the ICE agents have gone. However, there are still some federal agents from the FBI monitoring the car crash that we saw was involved in that fatal shooting. Right now, our reporter's on the scene, and you can see here in the video that it's local police and Hennepin County sheriffs, as well as Minneapolis City Police on scene.

We're about three minutes into the top of the noon hour, and that's when we're expecting this press conference. If you're just now joining us on CBS News Minnesotaor WCCO, we want to bring you up to speed on everything that has unfolded. Unfortunately, we know that one person is dead and in conjunction with this ICE operation that took place earlier this morning, we did get a statement from ICE. They said that they were conducting targeted operations. And that's when they say rioters started blocking ICE officers. One of those violent rioters weaponized their vehicle, according to ICE, they say. And they say they tried to run over law enforcement in an attempt to kill them. They call that an act of domestic terrorism. So they say the ICE officer, fearing for their lives, then responded with a domestic defensive shots, I should say. They say this is a direct consequence of the constant attacks and the demonization of officers. Now, at the scene, we know that witnesses heard a car crash. And then we also-- Adam Duxter spoke with witnesses who saw someone performing CPR before that person was taken off. That is when a large group of protesters then grew at the scene. And that's when we saw more law enforcement actually trying to make sure that peace was maintained.

And we know because of the large presence of protesters on the scene, there's going to be video. There's going to be social media posts out there, all of this to provide context to exactly what happened. Now, Adam Duxter and Conor both did say, a lot of the video that you may be seeing in the next hour or days are going to be from the aftermath.

I'm really glad you brought that up because it's the footage they want to see before that that can really help tell the story as far as what happened to that person in the car because all the footage we've seen right now, this is reactionary to that incident, again, this taking place in South Minneapolis, 34th and Portland, just north of that area, a very, very busy intersection as it is.

And as you can see from this aerial shot, it is completely blocked off and has been since about 9:30 this morning. Again, in the next minute, we are going to start our news at noon. We're also hoping to be hearing directly from city leaders, as well as the police chief and the mayor of Minneapolis.

And not only that, but we've seen city council members, as we alluded to before, trying to calm the situation. We know that Police Chief Brian O'Hara is trying to calm the situation. This is something that he worried about before, as you mentioned, that violence would be increasing with this swelling of officers who are there right now, just again, trying to make sure that everyone stays calm.

Because the emotion is high.
