Court says there's substantial evidence Texas "racially gerrymandered" new congressional map

A panel of federal judges has blocked Texas from using a newly redrawn congressional map, which was designed to help Republicans maintain their majority in the House in next year's midterm elections. CBS News political reporter Hunter Woodall has more.
