Joaquin adds to dangerous flood situation in Mid-Atlantic
Rain and wind from Hurricane Joaquin are adding to the already dangerous flood situation caused by a nor'easter in the Mid-Atlantic states. President Obama declared a state of emergency in South Carolina, where David Begnaud reports from Charleston.
