John, of course, this arrival, this trip comes with the backdrop of the United States deploying eight warships and fighter jets into that area, in addition to amassing troops off Puerto Rico. If this is a war on drugs, what kind of guardrails, if any, exist for the president to send troops into Venezuela? Well, the president has said that he doesn't want to-- or he's not considering this a regime-change mission, which I think was very, very encouraging. Obviously, unless there's a compelling reason of immediate national defense, the president really should be seeking congressional approval for any use of military force that's aggressive and not immediately necessary to stop that imminent threat. So our hope is that if we are going to deploy troops beyond, say, the Puerto Rican territory, that there really should be some congressional participation in this and that Congress should weigh in and they should do it as they have the opportunity to.
