DHS government shutdown underway as Democrats dig in over ICE reforms

The Department of Homeland Security remains officially shut down with no clear end in sight as Democrats remained at an impasse on ICE reforms. Congress is now on recess until Feb. 23. Natalie Brand reports from the White House.
