Democrats divided as Senate passes spending bill that could end the shutdown

A bill to potentially end the government shutdown heads to the House after seven Democrats and one Independent crossed party lines to join Republicans. The vote divided the Democratic Party and the deal did not include a guarantee to include ACA subsidies.
