The lawsuit said the shooting is proof that there is still a "widespread pattern and practice of using excessive force, including deadly force, against African Americans" within the Chicago Police Department.
Critics of the proposal argued an earlier curfew will actually lead to an increase in gun violence.
Critics have raised doubts the proposed casino can generate $200 million in revenue from the city, as the Lightfoot administration has said, calling those projections "fuzzy math."
A close ally of Mayor Lori Lightfoot, Scott was tapped as chair of the City Council Education Committee after Lightfoot took office in 2019.
"This is a generational opportunity which the city has been working towards for over 30 years," said Jennie Huang Bennett, the mayor's chief financial officer.
A suspect is in custody after two people were killed and seven others were injured during a mass shooting downtown Thursday night.
"We feel very confident that we have the votes to make sure that this gets over the hurdle," Mayor Lightfoot said.
One of the lawsuits involves one of four men wrongfully convicted for a 1992 double murder. That case has now cost Chicago taxpayers more than $43 million in verdicts and settlements.
The biggest payout is a proposed $14.25 million settlement in a wrongful conviction case that already has cost Chicago taxpayers more than $13 million.
"I'm urging parents, guardians, and responsible adults in the lives of children to make sure that you know what the rules are, and that you make a plan with your children and young people," Lightfoot said.
The new map, which sets the boundaries for Chicago's 50 wards for the next 10 years, has 14 Latino majority wards, 16 Black majority wards, one Black plurality ward, and the city's first-ever Asian majority ward.
"From everything I've heard, that was an accident waiting to happen," said Steve Jambois, an attorney for the family of 72-year-old Christina Lopez.
Natally Brookson, 22, was last seen leaving work on April 30 in the Budlong Woods neighborhood, according to a missing person flyer.
Brian Strauss claims former Ald. Proco Joe Moreno had his building at Milwaukee and Damen downzoned in retaliation for evicting the music venue Double Door in 2017.
