President Biden visited the Ohio village Friday to discuss how the administration is holding the rail operator accountable a year after the derailment.
Security immediately detained the individuals, and officials are investigating the incident, the National Archives and Records Administration said.
Mayorkas is highly unlikely to be removed from office. But how the Senate proceeds remains to be seen.
"I call on the speaker to let the full House speak its mind and not allow a minority of the most extreme voices in the House to block this bill even from being voted on," the president said.
Even though the $95 billion aid package passed the upper chamber, its prospects in the House appear dim.
The Biden campaign has repeatedly leaned into the "Dark Brandon meme, appearing to mock right-wing conspiracy theories with the superhero depiction that arose out of an anti-Biden slogan.
The package has been stalled for months after Republicans tied the foreign aid to enhanced border security measures.

Former U.N. ambassador Nikki Haley rebuked Donald Trump for comments he made about her husband, who is deployed.
The supplemental funding package would provide tens of billions of dollars in aid to U.S. allies, including Ukraine and Israel.
In the upper chamber, which sees tied votes with more regularity, the Vice President is called upon to cast tie-breaking votes.
A procedural vote on the border deal failed Wednesday, but a bill with aid to Ukraine and Israel is expected to get its own vote.
"It looks to me and to most of our members as if we have no real chance here to make a law," Senate Minority Leader Mitch McConnell told reporters.
Donald Trump won't be on the primary ballot, opting instead to appear on the caucus ballot later this week.
Sen. Kyrsten Sinema has yet to announce whether she'll seek reelection in Arizona.
