Ukraine's President Volodymyr Zelenskyy said Sunday he would be ready to give up the presidency if it brought peace and NATO membership.
Ukraine said on Saturday it downed 74 out of 75 drones Russia launched at it overnight, mostly in the direction of Kyiv.
Biden told reporters that it was "unlikely" the missile had been fired from Russia, based on its trajectory.
Officials say at least 8 people were killed across the country as the latest barrage of explosives-laden drones hit energy infrastructure and civilian homes.
As Ukrainians emerged onto debris-strewn streets in Kyiv and other cities to take stock, more rockets rained down.
President Volodymyr Zelenskyy condemned the strikes, which he said may cause an electricity shortage, "but not the shortage of our defiance."
