The case before the U.S. Court of Appeals for the District of Columbia Circuit was brought by seven U.S. Capitol Police officers against former President Donald Trump and more than a dozen others.
"We've found no confirmation that there was an active shooter," Capitol Police chief Thomas Manger told reporters.
The former president is facing lawsuits filed by members of Congress and U.S. Capitol Police officers.
