Proposal On SF Castro Plazas Proves Controversial
SAN FRANCISCO (KCBS) – Two of the most popular gathering spots in San Francisco's Castro District would be subject to new regulations under legislation passed out of a supervisors' committee Monday, despite the fact that they turned out to be quite contentious issues.
Harvey Milk Plaza and Jane Warner Plaza, which sit on two of the busy corners of 18th and Market, aren't covered under the regulations that govern most city parks. For many nearby residents and businesses, that's a problem.
Neighbors have said the plazas have become Meccas for homeless people, with shopping carts piling up, and smoking rampant.

This has homeless advocates alleging that the new regulations are discrimination against the poor.
Supervisor Scott Wiener, who sponsored this measure, said these are simple common sense rules to make the plazas accessible to all. The legislation was sent out of committee and now goes to the full board for a vote.
