Homeless man rescued from American River near Howe Avenue boat ramp
According to Sacramento Fire Department, a man in a homeless encampment became stranded due to rising water levels. The call came in around 4:30 p.m. Firefighters had to use a rowboat to reach the man, due to the amount of debris in the water.
