Stockton Police Arrest Man Who Allegedly Fondled 7-Year-Old After Offering Her Money
STOCKTON (CBS13) — Stockton Police have arrested a man who allegedly fondled a young girl.
Police say Thar Phy, 83, approached a 7-year-old girl and her friend who were playing and offered them money. When the 7-year-old took the money, he grabbed her and fondled her groin area.
The girl was able to push the suspect away and run home while her friend ran to a neighbor's house to ask for help.
Neighbors confronted the Phy and he fled the neighborhood.
