It may come as a surprise that one of Britain's heirs to the throne lives in California. William Capell, the now 96th heir to the British Empire (he was 95th until last week when Prince George was born and everyone got pushed down a rank), is just a "regular" guy living in Yuba City, with his wife and two kids.

"Quite a bit would have to happen," joked Capell, in a phone interview with CBSNews.com, about becoming the next King of England.

Capell has only made one visit to his mother country. "I was very well-received... we visited the Tower of London, Buckingham Palace, I only got to see the outside of it," said Capell.

Capell is in line to become the next Earl of Essex, after Frederick Paul Capell, his fourth cousin once removed whom he has never met, passes away. The current Earl of Essex has no living heirs, which is why the title would go to William.

"My wife would be a lady. She already is; she would just have the formal title," said Capell.

Capell said he doesn't feel British, although, "I have their sense of humor. I have a very dry sense of humor but that's about it."

Capell hopes to visit the U.K. again soon, adding that he was thrilled about the recent addition to the family.

"I'm always happy when a new child is born and being the royal family, part of my lineage, that's even better," said Capell.

Capell has yet to meet a member of the Royal family, but hopes that, "Perhaps if I did at one time become Earl I might be able to."
