Police Chief Ronal Serpas identified the second suspect as 24-year-old Shawn Scott, brother of 19-year-old Akein Scott who was arrested Wednesday night.

Serpas says Shawn Scott was arrested Thursday.

According to CBS affiliate WWLTV, the brothers have ties to local neighborhood gangs that police say are connected to other crimes.

The Scott brothers were reportedly arrested thanks to tips and witnesses accounts. Investigators believe they worked together in the shooting.

New Orleans Mayor Mitch Landrieu said, "The people of New Orleans have chosen to be with us instead of the cowards who fired into the crowd."

WWLTV reports four others - Justin Alexander, 19; Bionca Hickerson, 22; Nakia Youngblood, 32; and Brandy George, 28 - were arrested for harboring Akein Scott.

Akein Scott appeared before a judge Thursday and his bond was set at $10 million. Both face 20 counts of attempted second-degree murder.
