John McCain, who won the New Hampshire primary in 2000, officially signed up for his second go-round today, the Associated Press reports. At the New Hampshire secretary of state's office, the candidate scrawled ``He's BAAAACK!'' on a poster. Writes the AP: "The message reflected not only that the Arizona senator's name has been on the ballot before, but his optimism that he's regaining some of the ground he's lost since starting this election cycle as the front-runner."
