Man wearing GPS ankle bracelet arrested for alleged gang rape of 14-year-old

(CBS/WJZ) BALTIMORE, Md. - A man who was released from prison in September has been arrested in connection with the gang rape of a 14-year-old girl.

Police say 22-year-old Lucky Crosby,. Jr., and four other men lured the girl into a van in West Baltimore and attacked her. A search is underway for the rest of the alleged perpetrators.

The Baltimore Sun reports that authorities were able to catch Crosby, who is on the state's most violent offenders list, because of the state-issued GPS ankle bracelet he was wearing at the time of the attack. The device also allowed investigators to track his precise movements during the time the girl claimed she was assaulted.

Charging documents state the suspect was at the back of his home "during the time that the incident would have occurred," and was "stationary for over 20 minutes." His home was on the block where officers say the attack took place.

Records show Crosby was let out of jail on Sept. 7 after serving most of his previous five-year sentence for armed robbery, says CBS affiliate WJZ. The state said that until this arrest, Crosby had no subsequent violations, had a job, passed his drug tests, and checked in with officers when he had to.

Rick Binetti, a spokesman for the state prison system, said newly released inmates are usually put on GPS monitoring for up to 60 days. Crosby is one of approximately 2,200 people involved in the state's Violence Prevention Initiative.

Binetti said the GPS tracking system is not monitored in real time, unlike home detention systems that alert police when a person leaves a restricted area. However, without this monitoring system, Crosby's arrest may not have been possible.

Crosby faces 21 charges relating to the attack on the 14-year-old girl.
