(CBS) - The father of a New Jersey toddler who died after being thrown in a stream while strapped in her car seat has been arrested in California.

Arthur Morgan III, 27, has been charged with homicide in the death of 2-year-old Tierra Morgan-Glover, whose partially submerged body was found by teenagers in a New Jersey park on Nov. 22.

Tierra's mother, Imani Benton, told CBS New York that Morgan had abused her for years and snapped when she announced she was leaving him.

"With him, if he couldn't have his family, no one could have his family," she said.

Police launched a nationwide manhunt for Morgan after authorities say he killed Tierra by tossing her and her car seat into a stream during a court-approved visit. He was captured Tuesday after police received a tip that he was staying with friends near San Diego, reports CBS New York.

New Jersey police are seeking to extradite Morgan from California.
