Hey, is that Photoshop running in your browser? At first glance, you might easily mistake Splashup for it -- this Web-based image editor offers a decidedly Photoshop-like tool set wrapped in a mighty pretty Flash-based interface. That means you can use the service on just about any PC running just about any browser.

Splashup lets you upload photos from your PC, import them from various photo services (Flickr, Picasa, etc.), or even capture a new image from your webcam. It features layers, blending, filters, brushes, text editing, and other sophisticated image-editing tools. When you're done tweaking, you can save the image back to your hard drive or to Facebook, Flickr, etc.

This isn't the first service of its kind (see: Phixr, Picnik, etc.), but it's definitely one of the most polished. And I found it fast and easy to work with.
