Conrad had just finished telling a scrum of reporters outside Speaker Nancy Pelosi's (D-Calif.) office that lawyers were reviewing some of the negotiating language. But he did not specify how much legislation was under review.

Pelosi, emerging from the meeting, repeatedly told reporters, "The work continues."
