Child porn charges reinstated against Steven Powell

TACOMA, Wash. -- A child pornography charge has been reinstated against a convicted voyeur who is also the father-in-law of long-missing Utah woman Susan Cox Powell, reports CBS affiliate KIRO.

Steven Powell, 64, was arrested Monday, reports the station. He was convicted in May 2012 of 14 counts of voyeurism for videotaping two neighbor girls from a window in the bedroom of his home in South Hill, Washington, southeast of Tacoma. He was released from prison in March after serving 30 months, reports mynorthwest.com.

After Powell was charged with voyeurism, a judge dismissed additional child pornography charges against him because he found that the images didn't amount to "sexually explicit conduct," reports the website. That decision was overturned this summer by an appeals court.

Steven Powell's daughter-in-law Susan Cox Powell vanished from her Utah home in 2009. Police believe her husband Joshua Powell, Steven Powell's son, killed her and disposed of her body. Her remains have not been found.

In February 2012, Joshua Powell killed himself and the couple's two young sons in a fiery explosion at his home in Graham, Washington during a supervised visit.

Steven Powell is now a registered sex offender living in Tacoma, reports KIRO.

"We were always confident the child pornography charges were proper, and we are pleased the higher court agreed," Pierce County Prosecutor Mark Lindquist said, reports mynorthwest.com "Mr. Powell should be held fully accountable for grossly violating the privacy of his young neighbors."

In 2012, Susan's parents Chuck and Judy Cox told CBS This Morning they believe Steven Powell knows what happened to their daughter-in-law.

"We still want to know the truth," Judy Cox said. "No matter what it is, we feel we need to know."
