Earmarks got a bad rap last year due to a variety of Republican scandals, but nobody promised to actually get rid of earmarks. Democrats merely said they would be more transparent in revealing the dollar amount and the sponsors of the earmarks.

And that's abundantly clear from looking at the omnibus budget package released by Democrats last night.
