Budget battle round one: Who won, who lost?

On Friday, Congress and the Obama administration closely avoided a government shutdown, and by Sunday both sides of the battle hit the talk show circuit to claim victory.

Democratic strategist Jamal Simmons and Republican strategist Doug Heye discussed the budget battles winners and losers Monday on Washington Unplugged, as well as what's next in the spending fight.

"The taxpayers won because Republicans finally put in some kind of fiscal sanity," Heye told CBS News senior political producer Rob Hendin.

Though a Democrat, Simmons conceded both President Obama and Republican House Speaker John Boehner fared well in what some are otherwise calling "political theater."

"Speaker Boehner has proved that he actually can corral this wild caucus he's got, and the president has showed himself to be kind of the deal maker, the adult at the table," Simmons said.
