If passed, Initiative 414 will set access charges imposed by telephone carriers. It would do this by examining 'forward-looking' economic costs. Supporters argue that Initiative 414 will cut approximately $65 million from Nebraskans' long distance phone bills. Opponents say there's no guarantee that residential phone bills will be reduced. |

| Proposition 9 prohibits the assessment of taxes, bonds, and surcharges to pay the costs of nuclear power plants. It also limits the recovery by electric companies for the costs of non-nuclear power plants, and it prohibits the issuance of rate reduction bonds. |
