Access to mountain communities remained limited Thursday

Mid-day Thursday, Caltrans said State Route 18 is open from Big Bear to the Lucerne Valley, but only for residents. But access remained limited from the south side approach, where only food and fuel deliveries, emergency crews and snowplows were allowed up into mountain communities. Rick Montanez reports.
