At least nine people have died. North Carolina Gov. Roy Cooper called Florence an "uninvited brute" that could wipe out entire communities as it grinds its way across land.
Florence made landfall 10 miles east of Wrightsville Beach, North Carolina, on Friday morning as a Category 1 hurricane, with 90 mph winds.
The monster storm could drench the homes of as many as 10 million people.
Hurricane Florence has been downgraded to a Category 2 storm but it is still considered an extremely dangerous and life-threatening storm.
About 1.7 million people in North and South Carolina and Virginia were ordered to evacuate. Hurricane watches and warnings extended across an area with about 5.4 million residents.
Hurricane Florence is now a Category 4 storm, but is expected to gain strength when it reaches landfall Thursday. More than a million and a half people in North Carolina, South Carolina and Virginia have been evacuated.
