"Maternity House" Poses Danger To Occupants

SAN GABRIEL (CBS) —A San Gabriel house where mothers recuperated after giving birth was closed in response to a complaint, but the building's property manager later paid fines and secured the proper permits, city officials said today.

City officials received a complaint from the public March 1st about excessive noise and 50-60 people living at 1312 Palm Avenue. The Building and Safety Division declared units C, D and E of the "maternity house", as limited occupancy, meaning they could not be occupied because of illegal modifications. Property manager Dwight Chang was cited for violating the building code and told to secure all permits required to restore the property to its originally approved condition,

Officials say, the complaint was investigated by San Gabriel's Building and Safety Division, San Gabriel Police Department, Los Angeles County Department of Children and Family Services and other agencies.
