The Republican is expected to further detail plans to address the contamination of Flint's water with lead during his address to the GOP-led Legislature on Tuesday night.
The legislation was initiated to help veterans with "invisible" wounds from war like post-traumatic stress disorder and traumatic brain injury but was expanded to consider others with disabilities, too.
The governor said Friday that the needs of people in Flint "far exceed the state's capability" — and Michigan needs help.
"The situation in Flint is a human tragedy in which families are struggling with even the most basic parts of daily life."
The Attorney General's office is also investigating the water crisis to determine what, if any Michigan laws were violated.
State Superintendent Brian Whiston says he understands the teachers frustration.
President Obama spoke of hope and change, as he referenced some highlights of the past seven years.
The city of Flint switched from Detroit's water system to Flint River water in a cost-cutting move in 2014, while the city was under an Emergency Manager brought in by Gov. Rick Snyder.
The executive order signed Monday forms the Flint Water Interagency Coordinating Committee.
"No parent should have to worry that their kids' water isn't safe," Clinton said.
A mass sickout Monday by Detroit teachers has closed dozens of schools.
The Obama administration has invited Refaai Hamo of Troy, Michigan, to exemplify the refugees' plight.
