Peoples Gas says rate change won't affect customers, but Citizens Utility Board not so sure

ComEd is asking for a rate change, but they didn't call it a hike. In fact, in plain English it says, "Customer bills not expected to increase as part of the filing." CBS 2's Andrew Ramos reports.
