Man Was Taping Video Under Womens' Skirts At South Elgin Festival: Police
(CBS) -- A Joliet man was caught surreptitiously videotaping beneath the skirts of women at a South Elgin community festival, police said.
Authorities say Charles R. Galitz, 59, was "acting suspiciously" in the carnival area of Riverfest Express on Sunday. Officers discovered he was in possession of a concealed audio-video recording device.
"It is alleged Galitz was using the device to surreptitiously video under the skirts of adult women to obtain images of their undergarments without their knowledge," South Elgin police said in a news release issued Monday.
He was charged with three counts of unauthorized video recording and live video transmission, police said. Galitz is expected to appear in court Sept. 12.
An investigation continues, police said.
