Report Outlines Flaws In Hickey School Escape
BALTIMORE (AP) -- A report from a monitor outlines failures by the staff at a juvenile justice center during an escape in September by two youths who commandeered a food truck.
The report, released last month by the Attorney General's Juvenile Justice Monitoring Unit, details the events leading up to the escape of two teenagers on Sept. 7 from the Charles Hickey facility in Baltimore. The pair, ages 15 and 17, punched a food service worker who was giving them a ride from the dining hall to their residential cottage, stole the food truck and crashed it through a security fence.
The youth were caught later that day.
The monitor's report says the youth worked in the dining hall without direct care staff supervision. It also said residents at Hickey school should not be transported in an unsecured vehicle.
