Police: Man Arrested After Choking Woman With Dog Leash

HAGERSTOWN, Md. (AP) -- Authorities say a Hagerstown-area man has been charged with first- and second-degree assault after a Maryland State Police trooper saw him striking a woman and choking her with a dog leash.

The Herald-Mail of Hagerstown reports 28-year-old Mark Aaron Tetter was arrested Tuesday. Authorities say an off-duty state police sergeant observed a Chevy Blazer driving erratically on the Sharpsburg Pike Monday night. The vehicle pulled over on the shoulder and the officer saw Tetter choking and striking the victim with a leash.

Fearing for the woman's life, the officer pulled his firearm and Tetter fled to a field. Officers found him and subdued him with an electronic stun device after he failed to obey verbal commands from police.

Both Tetter and the victim were taken to a hospital.
