Man Incompetent To Stand Trial In Hospital Slaying

ELLICOTT CITY, Md. (AP) -- A man accused of killing a fellow patient at a state mental hospital has been found incompetent to stand trial.

The Howard County State's Attorney's office says Judge Louis Becker ruled Thursday that Andre Mayo is not competent.

Mayo is charged with first-degree murder in the death of fellow Clifton T. Perkins Hospital Center patient Rogelion Mondragon in October. It was the second patient slaying in a week at the hospital.

A psychiatrist determined that Mayo was competent, but Becker requested another evaluation in February after playing a recording of Mayo's outburst at an earlier hearing that raised questions about his ability to participate in his defense.

Mayo is being held without bond at the county detention center until a May hearing to determine the best placement and care for him.
