Cop Punches Lady

Here's the video of a Seattle Police Officer punching a lady during a scuffle.  Was it justified? I'm sure former Balt. Police Commissioner/MD Commander Ed Norris will have plenty to say from 5-9 tomorrow morning on 105-7 THE FAN.  Click 'more' to view:

I'm guessing it was justified since the lady raised her and was the aggressor.  This officer was in a dangerous situation with no back-up.  What I really want to know is: 'Why can't he tackle her, I mean, arrest her already.'

How dangerous is this situation, a listener noticed a bystander with a gun!  Lookat 01:32 of this video.  A guy walks into the bottom right with what looks like a handgun.
