Minneapolis police chief says ICE shooting "was entirely predictable" amid increased tension

Minneapolis Police Chief Brian O'Hara said "the loss of a human life is a tragedy" as he spoke about the woman shot and killed by an ICE agent on Wednesday. He said tension has built up over ICE's presence and added "this was entirely predictable." O'Hara defended his officers, who he said are being put in the middle and trying to deescalate situations.
